Amazon Q billing - continues to accrue even after opting out

Amazon Q continues to bill during our monthly even though I have followed the documentation to opt out. Here are the steps I followed to get rid of the Q accrual. Any thoughts on what else can be done to avoid continuing the accrual?

First, we have never had any Pro accounts (see image below):

I had a topic that I created, which was never used, and it is now deleted. However, we still continue to accrue costs for Amazon Q:

I turned off all the features, yet we still continue to accrue costs:

I used the Generate Dashboard tool once, so as you can see below, there is a Generation which I cannot remove (there is no delete option). I deleted the associated analysis.
