I cross checked pivot conditional formatting and it is working as expected at my end.
From the attached screen shot, I see that the formatting you applied is based on a calculated field.
Most likely, the calculation value at cell level might be evaluating to null.
Try adding the calculation to the pivot display to check if this is the case, tweak the calculation to get the expected values and then remove from display.
Also, I see that the pivot has a marketplace field that is in collapsed state. Conditional formatting is applied only to detail row level cells and not to summaries. (Use above mentioned approach if you aren’t seeing conditional formatting on detail rows.)
