It looks like it is working now.
The documentation on the manifest file says that both the “URIs” and “URIPrefixes” are mandatory and that was causing some kind of issue on the version of the file that was being uploaded.
I am now only using the “URIs” and no problems so far. I still think there might be a bug somewhere but I’ll report if I see it again
