I found something similar when looking at the IngestionErrorCount, if there are no errors, the metric is not created.
I found this while writing a blog about failed ingestions, if you want to create an alarm based on the metric you can create it, even if the metric has no data on it.
Maybe you can find someting useful in the CFN I use for my blog.
