Automate "Reporting" based on time frame to send out an email/notification

Hi all, I have a question regarding automating the reporting of a a reading on a dashboard. Let me start by giving you the data I have on hand:

Here, I order feedback from my users, segmented by rating and filtered by the tag “taste”. Each feedback has the following fields that are important to me:
feedback ID, rating, user id, supplier id
My goal is to create an SOP wherein any supplier who gets greater than a set number of negative ratings regarding taste (10 reviews in a week below 3 stars), an automatic notification or email sent out to the supplier and to the PIC at my company who ensures that the suppliers are doing a good job by right. I hope this explanation makes sense.
What sort of automations can be done with regards to this? Thanks!

This isn’t exactly what I need. I’ve used this feature, but I’m not sure how it would work in my use-case. Would you be able to guide me through?
