I would like to make public dashboards available to users and clients of my company. For this, I need to upgrade my current QuickSight plan to the capacity plan. When I research the documentation, it indicates that the cost would be $3 per user per month. However, when I look within the QuickSight console, the pricing is $250. Could someone explain the actual cost to me? Do I really need to pay $250, or will I be charged $3 per user? I do not wish for QuickSight Q, just a normal dashboard.

When you are make your dashboard public, I am expecting you are embedding the dashboard to any application.
if the end user is public ( like anonymous), the capacity planning is 250$ ( with upper limit 500 session) . Each Session refer to 30 mins ( i guess). If number of sessions will increase, the price will increase and you can consult AWS team if you are expecting number of sessions will increase or number users will access more.
If your user base is fixed ( i.e you know who is going to access), you can create a reader account for that user and embedded can be done at reader account based. This is fixed price 3 $ per month and there is no limit of any number of sessions.
