if you are trying to compare the actual vs target columns, you probably need to create a calculated field first that finds the difference, and then base your conditional formatting based on the calculated field.

Hi, Pivot table supports conditional formatting. You can format the value part based on any dimension or measure as aggregation. Here is the blog for Quicksight conditional formatting.

Hope this helps … it would be helpful if you could share screenshot of issue / create a sample pivot visual in Arena for us to check further.
