Conditional Rules not showing as an option

I’m trying to create conditional rules to hide charts based upon a parameter but the option isn’t there on any visual - only actions and tooltips ever show.

Any ideas? I’m an admin so shouldn’t be permission based

Found my own answer - the sheet was tiled rather than free form. Updating this updated the options available
