What permission groups are included on dashboards with a lock symbol on the top right of the home page? I am noticing that all employees can access dashboards without the lock, while limited employees can access dashboards with the lock despite everyone have the same set of permissions.

Dashboard with lock symbol in dashboard list, are the dashboards with Row-Level-Security (RLS) policy enabled on the datasets powering dashboard. Users without authorization through RLS tags or RLS policy will not be able to access visuals and typically get the error shown below. What error you are getting. Please consult dashboard Author to enable access to you/your-group through RLS policy.
