We have an invoice solution as a Pagination Report that has filtered for Customer and Billing Period. The user can edit the filters but the Pagination does not give them any means of generating the PDF output - only displays the message that the PDF will display based on a “Schedule”.

When you published the dashboard did you make sure to click “Enable download options”

Dashboard Embedded no way to save or download PDF

Hmmm I would consider this a bug - not sure why embedded Reports should not behave the same as non-embedded.
Pagination Reports otherwise are obsolete for our company, all our reports must be embedded.

Can I confirm you want support for the “Paginated Reports” feature of Quicksight to generate a PDF report by Customer and Billing Period, and that we are not talking about Interactive Dashboards and the PDF export functionality that comes with those?

That is correct - I was expecting Pagination Reports to allow the user to filter and generate PDF output Adhoc. Please correct me if this is not possible and we need to use Standard Visual to have that capability.
@alQemay - Can you try setting the toolbarOptions to true and see if that works?
