Is there a way to filter across different datasets that share the same fields aside from having the join the datasets?

You can have multiple datasets in your analysis. If the datasets have fields that share the same field name and data type, your filter will work across datasets. Please see included screenshots.
Multiple datasets in analysis:
Create filter on MeetingName which is present in both datasets. Filter applies across both visual, each visual is sourced from a different dataset that contains MeetingName as field name.
