Depending on the outcome of a topic, they are closed to block people from adding additional comments later down the line. The reason for that being that community users linked to those topics do not always get notified when a response gets added to an older topic; therefore creating scenarios where the question may go unanswered.
For this type of scenario, this would be the proper way to handle, create a new topic and link to the old post; that way your new post will get added to the New/Unanswered section.
Regarding the old post: did you have a question or is this occurring for you as well?

Is it happening in your environment? In my environment; it looks like this is strictly contained to parameter value usage; so my assumption is it’s taking the code handling the parameter value instead of the text so I don’t believe this is a feature update that has been implemented yet.
I will leave this marked as a feature request to promote visibility for the support team.
