I think you can change the value by adding control on sheet using this parameter. and you can link database field with the parameter.
but i don’t think so you can directly apply rule using dataset column.

You can set dynamic defaults for parameters. This will help you set a specific value for the parameter based on the user or group. If you just want to use the same value for all users, you can create a group that contains all users, create a mapping of the desired value against that group and then use that in setting up the dynamic default. Combining this with the info other members gave you already should get you to desired end state.
