Basically, there are a few different types of embedding for QuickSight. You are embedding a QuickSight dashboard into the front end of an application. That will only provide you with the features linked directly to that dashboard, and technically the export button is a separate control panel that is linked to the QuickSight console. If you want to be able to utilize that functionality, you will need to embed the full console functionality.
Think about it like this, the dashboard embedding will always show the Reader level capabilities, which those tools are not linked to, so if you want to see Author or Admin level capabilities, the whole console must be embedded.
