No resource-based policy allows the quicksight:CreateNamespace action

Hello, I am trying to use CloudShell to create a new namespace and am getting an authorization error due to “no resource-based policy allows the quicksight:CreateNamespace action”

Where can I configure this? My IAM user account has full QuickSight, IAM and CloudShell permissions. I had our regular admin who has full admin privileges try and same issue.

QuickSight itself is using the default role " aws-quicksight-service-role-v0"

So where can I actually assign these resource-based policies to allow me to create a new namespace?
