We are considering trying to duplicate our dashboards in another region to see if the performance of generating embeddedUrls improves. Is there an easy way to migrate them over? Or is it necessary to recreate the entire stack of the underlying athena tables, lake formation permissions and datasource/dataset/analysis creation in the other region?

You will need to recreate all of the resources in the new region.
However, with the use of the CLI the process can be expedited greatly. Please see this for an explanation.
