IF I create rules for a dataset, will they apply to all dashboard that are using that dataset?
Or there is a way to applied only at a specific dashboard?

The rules are applied to the dataset, so any dashboard that uses that dataset will use the same rules. If you don’t want a dashboard to use the rules, you’ll have to create a different version of the dataset just for that dashboard.
