This is interesting, unfortunately, the documentation surrounding SPICE capacities and how they’re measured is still fairly light so it’s hard to say for certain what may be causing this variance.
One thing to confirm, is your account setup across multiple regions? The QuickSight UI may just include information regarding the selected region where CloudWatch may be pulling from all regions.
But if you are only operating out of a single region for your account, my thoughts are that part of your capacity is reserved for system overhead; this may be used for indexing and data refreshes that would not be visible at the UI level.
For a more precise understanding, I would suggest reaching out to your AWS rep. if possible as they may be able to shed additional light on this topic.

The QuickSight UI provides a simplified, aggregated view of SPICE consumption for ease of monitoring. It may round values or update less frequently.
CloudWatch metrics, such as SPICECapacityConsumedInMB
, provide more detailed and precise measurements, refreshing with changes of 1 MB or more.
For accurate monitoring, CloudWatch metrics provide more granular and consistent data
