Unable to give owner rights to another user

Hi, I am unable to give owner permissions to a dataset to another user. I get the below error. Can anyone please help me on this?

It says: Both GrantPermissions and RevokePermissions are empty (Service: AmazonQuickSight; Status Code: 400; Error Code: InvalidParameterValueException; Request ID: 13a63255-eca7-42be-8871-87a895e108ef; Proxy: null)

This has been resolved. The user did not have QS author permissions.
