Following is the observation for table visual in Quicksight .
View grid of table visual only displays when clicked on visual
Clients requirement is that view grid should by default been shown

I’m not sure I understand the issue you are running in to. Do you want to be able to see the border of the whole visual or are the borders of the cells in the table not appearing? Also, is this happening in the analysis or the publish dashboard?
If you want to change the formatting of the borders on the cells and headers you can go to the format visual menu to make changes to width, format, and color:
