What would it take to pull in a visual from different CID dashboards?

Is it possible to pull in a visual from CUDOS and a visual from TAO dashboards into a new dashboard?

Option#1, you can make a copy of CUDOS analysis and customize it to keep only visuals required and enhance it from there.

Option#2 : This can be achieved programmatically. With new Assets As code APIs feature, you can extract the visual part from analysis/dashboard definition and create/update that visual definition part into another analysis/dashboard.
