Why would the developers put some export options under the Export button and others under the three dots on the pinnable bar? Why not just put all the export options in one place??

The export button at the top of your dashboard is for exporting the entire sheet.
The export options located under the 3 dots are specifically for the selected visual where the 3 dots are located next to. The visual exporting options allow you to export to csv or excel as it pulls the fields being used in the visual.
Sheets can have multiple fields from multiple datasets being utilized and does not have the capability to pull all of those fields together to create a csv of the entire sheet which is why the options are different.
