Instead of utilizing highcharts for this, I would suggest utilizing a standard ‘points on a map’ visual. This allows you to cluster your points in the format visual section:
Some point does not make cluster and does not show counts number.
And this cluster is not based on on administrative boundaries so It different from what i intended.
Here are the requirements I need:
The data should be aggregated based on administrative boundaries.
The aggregated values should be displayed as numbers directly on the map (not in a hover tooltip).
The hover tooltip displays a list of basic information about the region
When a region (or the displayed number) is clicked, it should trigger an action that shows detailed information for that region.

Based on your requirements, it may be dependent on how your dataset is built so that you can get it to work with how the points on a map visual works in QuickSight. Do you have a field that sets the administrative boundaries? If so, is this the field you’re using in the example above to show your points? (in the geospatial field)? If you could share some additional information about the available fields you have for this so that we can try and find a work around solution.
