Custom URL action on a per/user basis

I have a use case where individual users authenticate on my AWS Cognito and have personalized user experiences on the QuickSight dashboard. The user data is stored in PostGres RDS. I need to implement a URL action that passes a parameter that is specific to the individual user, because it redirects to a website that is unique to that user. But the website isn’t in the field wells. So how do I generate a URL action where one of the components is a value (the user’s specific URL) that is stored in my User DB?
