Governance around analysis requests, deleting dashboards and approvals for updating dashboards

I am searching for ideas around creating a governance system in place for QuickSight analysis. I have various users requesting access to dashboards and sometimes they require updating some existing dashboard. I want a system in place in manage this. Also before deleting a dashboard, what sort of process I can put in place
