I would like to have a visual or anything like an icon that when passing the mouse on top of that, a text will appear.
My idea is to have like a big ? and when the mouse is on top of that the text describing the whole Dashboard appears

Am not aware of how to show text when hovering visuals unless you embed your dashboard and do this in the page where the dashboard is embedded.
Having said that, however, typically I put such descriptions and Glossary in a separate tab… maybe this works for you?
