I just came back from vacation to discovery that my datasets connected to Jira do not refresh anymore.

is something that I can fix or it should be fixed directly by AWS/Quicksight?

Judging by the error message, it sounds like the API endpoint utilized by the Jira connector is no longer supported by Atlassian.
It sounds like you need to update the rest API to the newly introduced endpoint.
