May I ask how to assign co-ownership of resource to a Quick Sight user? And if it is possible to assign it cowner to a Quick Sight group?
Preferred way would be using boto3, if there is any way to do so.

Yes you can make other users and Quick Sight groups via API/SDK and as well. For e.g. * UpdateDashboardPermissions
