I have multiple datasets that take 2 to 3 hours to refresh. My users are starting to question the reliability of the data that a dashboard displays while the dataset is refreshing. They are seeing data that they can tell is based on incomplete data.

I understand the apprehensiveness surrounding the reliability of data during a refresh; have you tried setting up a refresh schedule that runs at a point of the day when little to no usage is taking place within your dashboard?
Alternatively, you could explore the incremental refresh option as that may minimize your refresh times. I’ll leave some documentation below that explores incremental refreshes along with setting up schedules.

A) The dataset is in use 24 hours a day as my company has dozens of readers around the world using this dashboard.

A) Incremental refresh would be almost impossible in our environment to set up, as a significant number of these records are changed or canceled by the originator between the time the original record was created and the order is delivered.

If you have those specific requirements that limit you from running a refresh schedule, you can explore using Direct Query instead of SPICE. While the load time may be a little longer when launching your dashboard, all data will continuously be up to date and accurate.
Otherwise, I would suggestcreating a support ticket to get more in depth assistance in relation to your private account to see if there is anything they can do to assist with the refresh times.
