Yes, you are correct that this is a current limitation within Quick Sight. At AWS, our roadmap is primarily driven by our customers, your feedback helps us build a better service. I have tagged this as a feature request as I agree that this would be a helpful addition!
While it’s a bit different, one work around you could try is instead of exporting paginated reports, you can export the underlying data from the analysis or dataset as that allows csv and excel exports and filters can segment your data how you’d like.
