Is it possible to connect to Redshift serverless in private VPC as a datasource from Quick Sight in different account ? Will there be any concerns with VPC peering ?

As long as all of your permissions are set up properly between the 2 accounts, I wouldn’t be concerned about VPC peering. This is a good blog post that walks through the steps of this process for Redshift and RDS:
