No not today, however with AWS Glue DataBrew you can Pivot and Unpivot data (technically your example is an UNPIVOT). [Working with AWS Glue DataBrew to prepare data without writing code - Part 3/4 | Amazon Web Services] If you wanted to do it in Quick Sight it would require Custom SQL where you select all the dimension columns and one of the measure and then UNION ALL with another select with all the dimensions and the second measure, etc.
