I am unable to duplicate the dataset as rules dataset. error code said: the dataset was created in new experience and can’t be duplicated as rules’ dataset. Rules dataset can only be created in the legacy experience.

Currently there are still a number of limitations in regards to the new data prep experience similar to this restriction. Unfortunately the only work around for this currently would be to build out in the legacy experience. However, once you have edited/saved your dataset, you are unable to switch it back to the legacy experience.
What type of datasource did you use to create this dataset? I would follow the same steps you went through to create this one; as you’re in the process of creating the new dataset, select the option to ‘edit’. You’ll then see an option in the top right corner that allows you to switch back to the legacy experience.
For reference, here is a list of other features currently not supported in the new data prep experience:

When editing your dataset, you’ll see an option in the top right corner:
However, once the dataset is ‘published’ or saved for the first time, it will not allow you to switch back. You’ll need to start with a new copy of the dataset.
So here are the steps I would suggest taking:
