This is not possible at the moment, the idea is that you will perform the filtering and design operations in the Analysis view. Having filters created in the dataset will make the dataset less “generic” to be used in different dashboards. If you want to filter the dataset because it is too big for use, you can use custom SQL if it is a fixed filter or you can also use dataset parameters to filter the dataset in real time based on a parameter on your analysis.

Just to clarify, we do have filtering at dataset level.
And you can also add calculated and predictive fields at this level.
We might not have the exact functionality that you show in PowerBI.
