Using a “Pivot table” with Conditional formatting to change the colour font based on values
as you can see only change the colour once I click the “Plus” icon.
Is there a way to apply the condition all the time?

From what I can tell from my own experience and experimenting once the pivot table rolls up the values when you collapse it doesn’t apply the conditional formatting. To my knowledge there is no way to change this in the console.
Also, the total is technically a row and conditional formatting is applied to columns
I will mark this as a feature request for the Quicksight team!
