I am not able to share or publish an agent that i created. Is there a way to enable this on my account

The agent publish/share feature needs to be enabled by your Quick administrator. If you’re not the admin yourself, I’d recommend reaching out to whoever manages your Quick account internally and asking them to enable it. We had another community member who had a similar question: Agent draft/publish (sharing) capability is not enabled on my account.
