And the smallest possible is 64x64 even the picture is less, right?
Can you please try this? ( Windows + ; ). This will insert Emoji Icons. 
This shortcut has proven effective in my experience and might be helpful for your needs.

Not if it should be less than 64x64.
I just tried it via api.
