I am facing an issues where we have multiple options in a filter but we want to freeze one option in the filter because its relatable to few KPI’s values. I want this value of the filter to be an auto-select and user should to be able to select only from the rest of the values for any drill-downs in the dashboard

Currently, the option to set one value as always being selected while leaving the others’ to be selectable is a limitation within QuickSight.
In regards to a work around; While I’m not familiar with the data you’re using in this scenario, for the visuals where you’d always like to include the one specific value, what if you created a calculated field that always accounted for that value?
You can setup a separate parameter for the static value (that will always be ‘selected’), then you can create another calculated field to include that parameter along with the selections made from your multi-select parameter.
