I am unable to find option Manage QuickSight

To see the Manage QuickSight option, you must have QuickSight administrator privileges.

Refer to the link for more details - Managing Amazon QuickSight - Amazon QuickSight

You can request your AWS admin team to assign you the QuickSight Admin role so that you can access this option in your QuickSight login.
