Is there any feature to pass parameters in URL in actions so that I can use that in other dashboards?

Hi Santosh! You do have the ability to pass parameter values in one QuickSight dashboard to another dashboard. You would use a URL action and then pass the values based upon this documentation - Using parameters in a URL - Amazon QuickSight
