Once a dashboard is deleted, the URL associated with that dashboard is permanently lost, and there is no way to reuse the same URL for a newly published dashboard.
If you know the users who had access to the dashboard, you need to re-share access to the new dashboard with those users.
If the users were part of a group, you could share the new dashboard with the group instead of individual users, which would make future management easier.
