Single person author/admin pricing?

For development purposes, I plan to have a single admin/author in a QS account. If I never exceed 10GB of SPICE usage and only upload CSV files to SPICE (i.e., don’t use other AWS services) should I expect any charges for QuickSight?
Is the answer the same for Standard and Enterprise?

In addition, for the above scenario, are there any charges for using APIs to export QS objects for use in some other QS account?
