1/ Are you using anonymous embedding ?
2/ Is tag based row-level-security enabled ?

If 1/ and 2/ are true, then generate PDF is not supported Generate PDF for dashboard with TagBased RowLevelSecurity - #3 by Koushik_Muthanna
