Our link in the welcome to Quick Sight email for DEV/QA is taking people to east-1(DEV) and I’d prefer it takes them to east-2(QA). I’d also prefer that QA users can only see east-2(QA) and have no access whatsoever to east-1(DEV). Are either of these possible?

Currently this is not possible today. The URL link will direct the user to the ‘home’ region for that Quick Sight account - which sounds like in your case its configured to us-east-1.
Only option would be to re-create accounts with us-east-2 as your home region.
We are hoping to prioritize this for next year. Please feel free to send me via a Direct message your company name and i can add you to our Feature Request list.
