I wonder if there is a way to configure a fiscal calendar on a specific date at the dataset level, please?

You need to create a calendar table in your database the way you want the date to rollup to the quarter and year and join that to your transaction table when you create the dataset.
There is no mechanism within QuickSight to create a table dynamically during dataset creation.
