Is there a way to hide/unhide insights narrative based on a calculated field. if a calculated field is >0, then show the insight otherwise hide.

To answer your question directly, hide and show logic can currently only be set up/handled through the use of a parameter. While I’m not fully aware of your overall scenario and the set-up, you could technically create logic using your value within a parameter. However, this would most likely require some type of action that will set the parameter with your positive/negative value.
The ability to assign hide/show logic on something other than a parameter’s value would be a helpful addition so I’ll also mark this as a feature request to promote visibility to the support team.
