Unfortunately your current request of no user login / no capacity pricing for a public dashboard is not possible.
Public dashboard URLs require capacity pricing as anyone in the internet is granted access.
You can also turn on public sharing by using the Quick Sight console and automatically grant access to a shared visual or dashboard to anyone on the internet.
In your scenario, if the dashboard is for a few users and you don’t want to pay $250/month for capacity pricing.
User based session pricing in my opinion is still cost-efficient ( this requires login ) .
