we need the features incremental refresh, dataset parameters, column folders and column descriptions in the new QuickSight Dataset Data Preparation stage (Features not supported in the new data preparation experience - Amazon Quick Suite). Do you plan to integrate these old features into the new prep stage? If not, how can we switch back to the old stage?

In the ‘Future Development’ section of the link you referenced above; it mentions that there are plans to implement these features in the new experience. I believe that is why they kept the legacy version available while they continue to work on the feature inclusion.
In regards to switching back, (this will need to be handled prior to making any changes to the dataset in the new data prep experience) but there is an option in the top right corner, below the publishing buttons.
