I want to schedule a report with filtered values, is it possible?

yes. You can set the filter within the dashboard and create a scheduling. For different filter settings you need different schedules.

Did you mean that the filters should be filtered at the time of publication so that these are the same filters at the time of sending the report?

At the time you create the schedule you have to set the filter as they should appear in the schedule mail
