Use Rules in a table

Hi all i have 2 Table and i have 2 parameter with control.
my need is to use this 2 parameter in rules like are AND condition to hide/show table, but seems that these rules works if one of this rules matches.
Is there a way to combine more parameter in rules?

Have you tried it the opposite way. Like you will hide / show if a parameter does not equal the value you want?

If any of the parameters are not equal to what I want then it will hide the visual.
